The UK AI Framework

The UK has adopted a distinctive approach to AI regulation that prioritizes innovation while maintaining safety and accountability. Rather than creating new AI-specific legislation (as the EU has done), the UK framework empowers existing sector-specific regulators to apply five cross-cutting principles within their domains.

This approach is designed to be proportionate, pro-innovation, and adaptable to the rapid pace of AI development. It avoids a one-size-fits-all regulatory model in favor of sector-specific expertise and flexibility.

The Five Principles

The UK framework establishes five cross-sectoral principles that existing regulators should consider:

**1. Safety, Security, and Robustness** โ€” AI systems should function securely, safely, and robustly, with risks identified and managed throughout the lifecycle.
**2. Appropriate Transparency and Explainability** โ€” AI systems should be appropriately transparent and explainable, with the level of transparency proportionate to the risk and context.
**3. Fairness** โ€” AI systems should not undermine the legal rights of individuals or organizations, discriminate unfairly, or create unfair market outcomes.
**4. Accountability and Governance** โ€” Governance measures should ensure effective oversight of AI systems, with clear lines of accountability.
**5. Contestability and Redress** โ€” People should have clear routes to contest harmful outcomes or decisions made by AI systems and seek appropriate redress.
