The US Approach to AI Governance

US AI Policy Landscape

The United States has taken a multi-pronged approach to AI governance, combining non-binding guidance with executive action. Key milestones include the Blueprint for an AI Bill of Rights (October 2022), Executive Order 14110 on Safe, Secure, and Trustworthy AI (October 2023, later revoked), and Executive Order 14179 on Removing Barriers to American Leadership in AI (January 2025).

The US approach emphasizes innovation and competitiveness while seeking to address AI risks through sector-specific regulation, voluntary commitments, and the NIST AI Risk Management Framework.

AI Bill of Rights

Five Principles for the AI Age

The Five Principles

The Blueprint for an AI Bill of Rights identifies five principles that should guide the design, use, and deployment of automated systems:

**1. Safe and Effective Systems** โ€” You should be protected from unsafe or ineffective systems. Automated systems should be developed with consultation from diverse communities, stakeholders, and domain experts.
**2. Algorithmic Discrimination Protections** โ€” You should not face discrimination by algorithms and systems should be used and designed in an equitable way. Algorithmic discrimination occurs when automated systems contribute to unjustified different treatment.
**3. Data Privacy** โ€” You should be protected from abusive data practices via built-in protections and you should have agency over how data about you is used.
**4. Notice and Explanation** โ€” You should know that an automated system is being used and understand how and why it contributes to outcomes that impact you.
**5. Human Alternatives, Consideration, and Fallback** โ€” You should be able to opt out, where appropriate, and have access to a person who can quickly consider and remedy problems you encounter.
